Dr To is currently the Senior Medical and Health Officer in Centre for Health Protection, Department of Health. Following her graduation from the University of Hong Kong, Dr To commenced her training in Internal Medicine, specialising in Infectious Diseases and HIV Medicine at the Prince of Wales Hospital. Upon completion of her fellowship, she joined the Special Preventive Programme, where she has since been dedicated to providing clinical care for people living with HIV. In addition, she offers HIV preventive interventions and sexual health counselling for individuals at high risk of HIV acquisition. Dr To also serves as a council member of the Hong Kong Society for HIV Medicine.
